Please reinstall Virtual PC and try again.
It is because is a virtualizer, not an emulator. It needs an acceleration driver so must be run as admin.

Xenocode Virtual Application Studio 2010 crashes or quits unexpectedly at startup
What to do if Xenocode Virtual Application Studio crashes without error or closes unexpectedly when you start it?
If the application quits unexpectedly without message, enable the Error Reporting:
Now try again to launch the Xenocode Virtual Application Studio to see if crashes.
It the Xenocode Virtual Application Studio crashes just when launching or says something about fusion.dll, probably it is because of .NET Frameworks. Try to remove all of them deeply with dotnetf cleanup tool. You can download it from http://www.freewaregeeks.com/index.php?page=detail&get_id=980&category=59 (http://www.freewaregeeks.com section Uninstallers) or from http://blogs.msdn.com/astebner/ under "My useful tools".
Check now if it works.
